Description: Completed tenders in a sealed envelope, clearly marked: Tender No.: ENG 026/2017 must be placed in the tender box at the George Municipality on the First Floor, Directorate: Financial Services, Supply Chain Management Unit, Civic Centre, York Street, George by no later than 12h00 on Tuesday, 10 October 2017. Tenders are not allowed to be placed in the tender box after 12h00. Tenders will be opened on the same day in the Committee Room at 12h05. Late or unmarked tenders will not be considered. No tenders per fax or e-mail will be accepted.
Tenderers must be registered with the CIDB and it is estimated that tenderers should have a grading designation of 6EP or higher.
A compulsory briefing session will be held on Tuesday, 26 September 2017 at 11h00 in the Committee Room, George Municipal Offices, Electro Technical Services, Brick Road, George Industrial. All partners of a Joint Venture must attend this compulsory meeting
Non-attendance of the compulsory briefing session will disqualify your tender.
Tender documents can be obtained at a non-refundable cost of R400,00 (including VAT) per document. Payments must be made by crossed cheque or EFT payable to the George Municipality at Supply Chain Management Unit, First Floor, Civic Centre, York Street, George.
Tender documents must be reserved no later than 12h00 on Thursday, 21 September 2017 from Element Consulting Engineers at (044) 884-1138. Documents will only be handed to prospective bidders who produce a receipt for the payment of the tender document on the day of the compulsory briefing session.
Tenders will be evaluated and adjudicated in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) Regulations 2017 and the George Municipality’s Supply Chain Management Policy, where 80 points will be scored for price and 20 points for B-BBEE status.
Pre-qualification criteria for preferential procurement according to the Preferential Procurement Regulations, 2017 apply and require the following: 1. Tenderer must have a stipulated minimum of B-BBEE Level 2 2. A tenderer subcontracting a minimum of 30% to at least one of the following: (i) An EME or QSE which is at least 51% owned by black people; (ii) An EME or QSE which is at least 51% owned by black people who are youth; (iii) An EME or QSE which is at least 51% owned by black people who are women; (iv) An EME or QSE which is at least 51% owned by black people with disabilities; (v) An EME or QSE which is at least 51% owned by black people living in rural or underdeveloped areas or townships; (vi) A cooperative which is at least 51% owned by black people; (vii) An EME or QSE which is at least 51% owned by black people who are military veterans; (viii) An EME or QSE;
